
Tommy Joyce serves as the Acting Assistant Secretary for the Office of International Affairs. In this role he promotes the Administration’s global energy security and energy abundance policies in international bilateral and multilateral fora and engagements, which also includes the management of the Department’s international regional offices and cross-functional offices for Committee on Foreign Investment in the United States (CFIUS), International Market Development, and Research, Technology, and Economic Security. Prior to his current position, he was the first Head of Government Affairs, Investment, and Policy for Tevogen Bio Holdings Inc. (Nasdaq), an energy consultant, and small business entrepreneur. Mr. Joyce previously served in the Department of Energy (DOE) as Deputy Assistant Secretary (DAS) for Global Energy Security, Multilateral Engagement, and Market Development, as well as Senior Advisor for Defense Nuclear Nonproliferation for DOE/National Nuclear Security Administration. His experience spans nuclear energy project development, multilateral negotiations, strategic national security program management, counterterrorism, nuclear nonproliferation, warzone deployment, and four Presidential appointments under three Administrations. He has also served as a government official in the White House National Security Council, Department of State, and U.S. Senate.
Mr. Joyce earned a B.A. in International Studies from Virginia Tech and an M.B.A. from University of North Carolina’s Kenan-Flagler Business School. He and his wife, Katelyn, have sailed their private monohull over 16,000 NM, including across the Pacific Ocean.
