The Office of the Assistant General Counsel for Procurement and Financial Assistance provides legal support and advice regarding the Department's massive contractual expenditures, the development and execution of its procurements, and the administration of its contracts. The office represents the Department in bid protests filed at the U.S. Government Accountability Office and in contract appeals filed at the Civilian Board of Contract Appeals. The office is the legal adviser to the Department’s Suspension/Debarment Official.

The Office of the Assistant General Counsel for Procurement and Financial Assistance provides legal support and advice to the Department’s Office of Project Management with respect to the Department’s largest capital asset projects. The office also advises The Office of Small and Disadvantaged Business Utilization  for matters related to the Department’s small business achievement and compliance with a myriad of small business laws and regulations.

The Office of the Assistant General Counsel for Procurement and Financial Assistance provides legal support and advice in the development of Departmental funding opportunity announcements and execution of its financial assistance regulations. The office also advises on legislation, Office of Management and Budget circulars, Congressional inquiries, regulations and Departmental Orders.
