Phase 1 Relationship Building

Phase 1 is predominantly a “relationship building” phase. The goals for Phase 1 are to conduct initial outreach with engagement groups and secure participation from a broad range of stakeholders and Pueblos. These sessions will be managed as “listening sessions” and input must be formally recorded for consideration in later phases.

Phase 2 Listening Sessions

Phase 2 is an “input gathering” phase. The goals for Phase 2 are to obtain input/feedback from a broad range of engagement groups, identify common values and priorities across groups, and identify difficult issues where there is little agreement.

Phase 3 Perspective Building

Phase 3 is the core of the “perspective building” phase. The engagement groups will be able to see how their values are being actively considered in the development of the LLC Strategic Vision. This phase will also explain “the why”—the basis of decisions regarding sequencing and priority of cleanup work. The basis will consider integration with LANL, the EM complex, and broader New Mexico goals and priorities. Ultimately, this phase will establish the draft framework of the LLC Strategic Vision.

Phase 4 Production

Phase 4 of the plan is the “production” phase. Based upon the input and collaboration of previous phases, the primary goal of Phase 4 is to develop a document upon which EM-LA, its contractor, engagement groups, and interested parties can rely upon for future planning. Once the LLC Strategic Vision document has been finalized, it will be proactively communicated and used as a framework for all public meetings and governmental and regulatory interactions.
