Worker Righs Pamphlet. You have the right to a safe workplace. The Department of Energy (DOE) Worker Safety and Health Program Rule (10 CFR 851) was developed as a result of amendments made to the Atomic Energy Act. Its purpose is to prevent workers from being killed or otherwise harmed at work.
