Federal Comprehensive Annual Energy Reporting Requirements

The Federal Energy Management Program (FEMP) provides federal agencies with resources for reporting annual progress made toward efficiency mandates.

Section 548(a) of National Energy Conservation Policy Act (NEPCA) (42 U.S.C. 8258(a)) requires federal agencies to submit to the U.S. Department of Energy an annual report that describes activities to meet the energy management requirements of Section 543 of NECPA (42 U.S.C. 8253).
 

Annual Energy Management Data Report Workbook for FY 2025 Reporting

Top-tier federal departments and agencies must use FEMP's Annual Energy Management Data Report workbook for comprehensive reporting of fiscal year (FY) 2025 energy, costs, square footage, and associated operational data.

New process for electricity reporting in FY 2025: All grid-supplied electricity consumption (domestic and international) previously reported in Tabs 1.2-1.6 of the Annual Energy Management Data Report workbook will be now be collected using an upload template for grid-supplied electricity use and costs by site/ZIP Code/utility provider. This Excel spreadsheet will be pre-populated with agency-reported site names and utility providers from prior-year reporting along with two years of past data for reference. See Tab 1.1 in the AEMDR workbook for more information. Agency energy coordinators may contact chris.tremper@hq.doe.gov if they have not received the template.

Due Date

The Annual Energy Management Data Report workbook for FY 2025 and associated narrative information is due on February 27, 2026
 

Annual Energy Report Narrative and Associated Guidance

Additional narrative information may be required from top-tier federal departments and agencies for their annual energy management activities that is not captured in the data report workbook. Agencies should refer to the Reporting Guidance for Federal Agency Annual Report on Energy Management for submitting the required narrative information for their annual energy reports.

The Reporting Guidance includes two attachments:

  • Energy Management Report Summary Instructions
  • Guidance for Receiving Credit on Energy Performance Goal for Projects that Save Source Energy but Increase Site-Delivered Energy.

Corrections to Prior Years' Data

Corrections to FY 2008 through FY 2024 data must be submitted in the appropriate prior-year data report.

If you plan to revise prior years' data, be sure to request from FEMP the data reports of record for your agency.
