The Association of Village Council Presidents, Inc., (AVCP) proposes to renovate a steel-constructed building, built circa 1990 (First Avenue Building, US Survey 1002 Parcel 1, Lot 1), located in Bethel, Alaska, to an office building. Proposed building retrofits would include installation of an (EPA certified) wood-fired central boiler, a conventional (household size) energy efficient oil-fired boiler, a heat distribution system, energy efficient doors and windows, insulation, and energy efficiency lighting. Prior to conducting the building retrofits, an energy evaluation would be conducted, which would include a design phase for the heating system; selection of appropriate insulation, doors, windows, and lighting; procurement of all materials (except for the wood-fired boiler); freight to the job site; and implementation. The energy evaluation phase of the project would also involve travel costs to Bethel by personnel conducting the evaluation. The design phase of the project would include a detailed design of the heating system, the electrical upgrades required for the heating system and lighting upgrades, and the specifications required for the windows, doors, and insulation. No air permits would be required, and wood for the wood-fired boiler would be collected by pulling dead floating trees and sticks from the nearby river.
