The program expands access to specialized expertise, providing commercialization, technical, and permitting/siting support to help bring advanced energy technologies to market.
Office of Technology Commercialization
November 5, 2026The U.S. Department of Energy (DOE) Office of Technology Commercialization (OTC) today announced the opening of three voucher opportunities offering more than $10 million in in-kind support to help U.S. startups, businesses, and local authorities advance energy infrastructure technologies and prepare them for commercial deployment.
This program supports the Trump Administration’s commitment to restoring American energy dominance and strengthening U.S. competitiveness while advancing DOE’s efforts to expand access to affordable, reliable energy. The Voucher Program helps businesses bring critical technologies to market and jurisdictions prepare for their deployment by addressing costly technical, commercial, and siting challenges that can otherwise delay progress.
“Turning advanced energy technologies into solutions that will succeed in the open marketplace requires access to the right expertise, resources, and partnerships,” said DOE Chief Commercialization Officer and Director of OTC Anthony Pugliese. “Through the Voucher Program, we are helping technology developers and local authorities overcome critical barriers, enhance their capabilities, and unlock new opportunities to bring American energy innovations to market.”
Through its partnership intermediary, EnergyWerx, DOE will connect program participants with specialized third-party expertise and resources to overcome technical, commercialization, and permitting/siting challenges. EnergyWerx will work directly with participants to coordinate tailored support needed to refine their technologies, improve market readiness, and advance toward demonstration and deployment.
Three opportunities for in-kind support are now available through partnerships with existing DOE voucher providers offering specialized capabilities.
- Voucher Opportunity 1 – Pre-Demonstration Commercialization Support: Addresses key risks faced by DOE-funded companies moving beyond the research and development stage. This support includes bankability studies, manufacturing and supply chain assessments, and technoeconomic analyses.
- Voucher Opportunity 2 – Performance Validation, Modeling, and Certification Support: Enables third-party evaluation of technology performance. This support includes testing under certification-relevant operating conditions, accelerated lifetime testing to assess potential failure types, and access to advanced modeling and digitization resources.
- Voucher Opportunity 3 – Energy Infrastructure Project Siting/Permitting Support: Provides expert assistance to help local authorities and other relevant entities understand the benefits of advanced energy technologies, address siting/permitting challenges, and support the demonstration of new energy technologies.
Organizations interested in receiving support through any of these three opportunities are encouraged to apply. Applications must be submitted by December 16, 2026. To learn more and apply, visit the EnergyWerx Opportunities webpage.
