Defense Production Act Title III: Constitution Pipeline Project

Constitution Pipeline Project — Constitution Pipeline Company, LLC (Pennsylvania and New York)

Constitution Pipeline Company, LLC plans to develop a 125-mile natural gas transmission pipeline extending from northeastern Pennsylvania into New York. The proposed pipeline would transport domestically produced natural gas to markets across New York and the broader Northeast, expanding transportation capacity and improving access to natural gas supplies in a region with existing infrastructure constraints. The proposed route will consist of 30-inch pipeline extending from Susquehanna County, PA, into Broome County, NY, Chenango County, NY, Delaware County, NY, and terminating in Schoharie County, NY.

The project is expected to increase natural gas availability for residential, commercial, and industrial consumers, particularly during periods of high energy demand. Additional transportation capacity will help support regional energy reliability, reduce the risk of supply disruptions during severe winter weather, and contribute to more affordable electricity and home heating costs. The project developer estimates that construction and related activities could support approximately 2,500 direct and indirect jobs.

DOE funding will support eligible pre-construction and permitting activities, including environmental reviews and assessments, engineering, site preparation, and costs associated with securing required regulatory approvals. Following completion of required permitting, funding may also support the deployment of complementary natural gas infrastructure.

Federal Funding: $42,000,000
