Acting Chief Counsel, Office of Energy Dominance Financing (EDF)
Robert Ross is the Acting Chief Counsel for the Department of Energy’s Office of Energy Dominance Financing (EDF). Previously, Mr. Ross served in senior positions in the Pipeline and Hazardous Materials Safety Administration (within the U.S. Department of Transportation) and in a Chairman/Commissioner’s office in the U.S. Federal Energy Regulatory Commission. He also has extensive private sector energy and transactional experience from having worked as a Special Counsel in an international law firm and as the only in-house international attorney in the Tokyo headquarters of a major Japanese chemical company.
Mr. Ross attended Georgetown University Law Center (J.D.) and the University of North Carolina-Chapel Hill (B.A.s in classics and history). Mr. Ross is also an alumnus of the U.S. Navy Nuclear Power Program, in addition to serving as an officer on a minesweeper (USS DEXTROUS) during mine clearance operations in Operation Iraqi Freedom.
