Jonathan Rosen serves as the Acting Deputy Director for Threat Analysis and Incident Response, within the Office of Cybersecurity, Energy Security, and Emergency Response (CESER). At CESER, he strengthens the security and resilience of the U.S. energy infrastructure by analyzing the threat landscape and ensuring effective and efficient responses to disruptions to the energy sector. He leads CESER’s Emergency Support Function #12 (ESF-12) of the National Response Framework, responding to energy emergencies by: assessing incident impacts to local and regional energy infrastructure; providing updates to Federal, state, and private sector partners; progressing legal and regulatory waivers to accelerate restoration of damaged energy systems; and contributing technical expertise on energy damage assessment, restoration, and logistical assistance.
Rosen graduated from the University of North Florida in Jacksonville, Fla., with a Bachelor of Arts Degree in Criminal Justice. He also graduated from American University in Washington, D.C., with a Master of Public Administration Degree in 2016.
He launched his Federal service career as a Pathways Intern at the U.S. Department of the Interior’s (DOI) Office of Emergency Management (OEM) in June 2015. Upon graduation from American University, he transitioned into a permanent Federal position as an Emergency Management Specialist in which he played an impactful role in the headquarters’ response to the 2017 Hurricane season (including Hurricanes Harvey, Irma, and Maria). with the OEM Continuity Programs Division within DOI. Rosen advanced during his time with the Continuity Programs Division, where he oversaw the development of the Department’s continuity program and provided critical continuity expertise to DOI leadership.
He joined the National Nuclear Security Administration (NNSA) in 2020 with the Office of Emergency Management. During his tenure within the Office of Emergency Management, Mr. Rosen supported the continuity program at the staff level, then was, promoted to serve as Chief of Staff, where he built capacity through partnerships and created a more effective and efficient emergency management and continuity enterprise. His success in this role made him an integral part of his team, and he was tapped to serve as the Acting Deputy Associate Administrator for Emergency Management on two separate occasions. As Acting Deputy Associate Administrator, he successfully led the multifaceted organization and assisted with prompt, effective, and efficient responses to emergencies that impacted various sites, facilities, and activities.
