SUMMARY: This class deviation updates the Department of Energy Acquisition Regulation (DEAR) Part 915 - Contracting by Negotiation to implement the changes to the Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation by the Federal Acquisition Regulatory Council through the Revolutionary FAR Overhaul (RFO) initiative and make other revisions as to the DEAR to implement the deregulatory and plain language requirements of Executive Order 14275 and Office of Management and Budget Memorandum M-25-26.
The DOE class deviation, DEAR parts 915 and 952 Deviation Text – Track Changes, DEAR parts 915 and 952 Deviation Text – Final, and the class deviation where DOE and NNSA adopted RFO FAR part 15 (including the FAR parts 15 and 52 Model Deviation Text and OMB Memorandum M-25-26, Overhauling the Federal Acquisition Regulation), are attached.
