Western Area Power Administration (WAPA), Rocky Mountain Region (RMR), proposes to install optical ground wire (OPGW) and to replace existing wood structures that have been identified as structurally deficient on its existing Estes-Lyons Tap (E-LS) 115-kV Transmission Line in Larimer County, Colorado. The purpose of this project is to update and improve WAPA’s communication system.
