The U.S. Department of Energy (DOE) is proposing to provide federal funding to Noria Energy Holdings, LLC (Noria) to hybridize floating photovoltaics (FPV) with hydropower to improve hydropower flexibility. 

Project activities would include project management, floating solar development and design work, hybrid controller development, and go-to-market planning and strategy development, which would occur at Noria's Energy Office in Sausalito, CA. Design, development, and cyber physical testing of a hybrid control system would occur at the Pacific Northwest National Laboratory (PNNL) in Richland, WA. Future work associated with the project would include the demonstration of the floating solar system and water quality monitoring. The location of this effort is unknown at this time and would require additional NEPA review
