CX-033799: Replace Solar Panels and Install Grounding Rods at Sites FM-2B, FM-3A, FM-A7, H-17, SC-4, and U3R-4

Replace solar panels and install grounding rods at Enivronmental Monitoring sample sites FM-2B, FM-3A, FM-A7, H-17, SC-4, and U3R-4. Environmental Monitoring sampling sites FM-2B, FM-3A, FM-A7, SC-4, and U3R-4 are located in wetland areas and site H-17 is located in an area that would impact a RCRA/CERCLA unit. Existing solar panels will be stored for future use at the Wells Building(772-7B)
