Enforcement Policy Statement – GSLs Marketed Exclusively for the Health and Care of Reptiles, Amphibians, and Other Small Animals

Effective July 25, 2022, Federal law and regulation prohibit the sale in the U.S. of any general service lamp (GSL) that does not meet the minimum efficacy standard of 45 lumens per watt. 42 U.S.C. § 6295(i)(6), 10 C.F.R. § 430.32(dd).  On January 21, 2025, President Trump issued an Executive Order (EO) titled, “Unleashing American Energy.”  Consistent with the recent EO, in an exercise of its enforcement discretion, effective May 6, 2025, DOE will not enforce the GSL sales prohibition for sales marketed exclusively for the health and care of reptiles, amphibians, and other small animals.
