Summary
The Bureau of Land Management (BLM) has prepared this Environmental Assessment (EA) to analyze a proposal from Norval for a 115 kV transmission line, which is one of the various aboveground ancillary facilities associated with the Keystone XL Pipeline Project (TransCanada Keystone Pipeline, L.P. (Keystone) is authorized to construct, connect, operate, maintain and eventually decommission a pipeline system and ancillary facilities from Hardisty, Alberta, Canada to Steele City, Nebraska (referred to as the Keystone XL Project). Western Area Power Association (WAPA) is formal cooperating agency on the Project.
