This document waives certain patent rights the Department of Energy (DOE) has to inventions conceived or first actually reduced to practice by under agreement ARPA-E’S COOLERCHIPS PROGRAM, agreement under Bayh-Dole agreement in 35 U.S.C. 202-204, as the DOE has determined that granting such a waiver best serves the interests of the United States and the general public.
