SUMMARY: Acquisition Guide, Chapter 7.1, Acquisition Planning has been revised to make the following updates:

  • Integrate the requirements of the Acquisition Plan Preparation Guide into this chapter and clarify requirements for acquisition planning and documentation.
  • Incorporate the requirements of Acquisition Letter 2010-05 (Revision 1) to convey the approval process for contracts exceeding five years.
  • Remove the briefing-based alternative Acquisition Plan approval process.
  • Increase the threshold for formal Acquisition Plans from $5.5 million to $10 million, while eliminating the exceptions based on the type of action (e.g., architect-engineering services, broad agency announcements, competitive procurement of commercial items, etc.).
  • Clarify the need to consider opportunities for small businesses under socioeconomic programs, and
  • Make necessary administrative changes.

In addition, Acquisition Letter 2010-05 Contract Periods of Performance Exceeding 5 Years is hereby archived.
