SUMMARY: The subject Order was issued on August 2, 2023, and cancels/supersedes DOE O 541.1C, dated 1-17-17. The Order establishes procedures governing the selection, appointment, and termination of all components of DOE, including NNSA, contracting officers (COs) by ensuring federal staff are developed appropriately, in accordance with the Office of Federal Procurement Policy (OFPP) memorandum on May 7, 2014, entitled "Revisions to the Federal Acquisition Certification in Contracting (FAC-C).
