What is the purpose?
The purpose of this FAL is to provide information and guidance regarding the Department of Energy’s (DOE or Department) Implementation of Consolidated Appropriations Act, 2023, Division D (Energy and Water Development and Related Agencies Appropriations Act, 2023), Title III and Title V; and Division E (Financial Services and General Government Appropriations Act, 2023), Title VII of Pub. L. No. 117-328.
The Congressional Notification requirements of Pub. L. No. 117-328, Division D, Title III, Section 301(b), will be addressed in a separate Acquisition Letter/Financial Assistance Letter.
