Cliff Carpenter, Supervisor of the Office of Legacy Management (LM) Environmental Team 2

Cliff Carpenter serves as the Director of Business Operations for the U.S. Department of Energy (DOE) Office of Legacy Management (LM). He provides executive leadership and oversight of the organization's business operations, supporting LM's mission through strategic planning, operational excellence, organizational performance, and responsible stewardship of public resources.

As director, Mr. Carpenter leads the business operations that enable mission execution across LM's nationwide portfolio. He oversees business process improvement, enterprise modernization, executive decision support, organizational planning, performance management, and resource management. Mr. Carpenter works closely with DOE senior leadership to strengthen organizational effectiveness, improve operational performance, and advance the Department’s strategic priorities.

Mr. Carpenter has more than 35 years of federal service related to engineering, environmental management, long-term stewardship, and national security. Throughout his career, he has held progressively responsible leadership positions. He has led multidisciplinary organizations, managed complex engineering and environmental programs, and implemented initiatives that improve organizational performance, strengthen governance, and enhance mission delivery.

Mr. Carpenter earned a Bachelor of Science in Mechanical Engineering from West Virginia University Institute of Technology and a Master of Science in Engineering from West Virginia University. He is a certified Project Management Professional (PMP) through the Project Management Institute.
