Disposition of Excess Real Property Assessment at the Los Alamos National Laboratory Middle DP Road Site
This assessment was conducted by the U.S. Department of Energy Office of Enterprise Assessments to evaluate Los Alamos National Laboratory (LANL) site processes and actions for the disposition (conveyance or transfer) of excess real property in response to Public Law 105-119, Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 1998. Specifically, this assessment examined the processes used to convey land associated with the 2020 discoveries of buried waste that originated from operations at LANL in the 1940s during the Manhattan Project but was not identified during land characterization activities. The land disposition activities that were evaluated during this assessment occurred over the past 15 years and included multiple Federal organizations and contractors. This assessment was conducted remotely due to COVID-19 travel restrictions and was based on interviews with responsible Federal and contractor managers and staff and examination of program plans, procedures, and related documentation.
