Acquisition Letter (AL) 2021-03 and Financial Assistance Letter (FAL) 2021-04 Congressional Notifications and Quarterly Reporting to the Appropriations Committees in Accordance with the Energy and Water Development and Related Agencies Appropriations Act, 2021, Division D, Title III, Section 301 for Contract, Financial Assistance, or Other Transaction Agreement Actions to Include Related Congressional Notifications for Prior Fiscal Years’ Appropriations Acts.

Summary:

This AL/FAL implements statutory requirements for Congressional notifications or quarterly reporting to the Appropriations Committees for contract, financial assistance, or other transaction agreement actions in accordance with the Energy and Water Development and Related Agencies Appropriations Act, 2021.

We are currently working with the Office of the Chief Financial Officer on implementation of new OMB apportionment restrictions that are relevant to the congressional notifications described in this AL/FAL. We anticipate providing additional guidance on these new restrictions shortly.
