SUBJECT: Procuring Enhanced Entry Screening Services (EESS)
SUMMARY:
On April 8, 2020, the Office of Federal Procurement Policy (OFPP) issued guidance to Federal agencies on Procuring Enhanced Entry Screening Services (EESS).
In response to requests from local, state and federal agencies, the General Services Administration (GSA) has conducted initial market research and prepared ordering guidance and procurement resources to help agencies quickly procure EESS at government facilities within the United States and its territories in response to the COVID-19 pandemic.
An ordering guide and procurement resources are posted on the Acquisition Gateway COVID-19 Acquisition Resources Hub that includes:

Please note that paragraph 6.c.ii states that it is strongly recommended that any PPE and materials necessary for performance be provided by the Government due to industry’s inability to reliably secure these items at this time. Accordingly, if any DOE program office, field site, or National Laboratory determines that it is necessary to place an Order for these services, the requirement shall be coordinated with the DOE PPE Coordination Team in advance in accordance with the Secretary’s memorandum dated April 3, 2020, subject: Temporary Department-wide Policy Regarding the Use, Transfer (Donations and Loans), Release, and Procurement of Personal Protective Equipment, also attached.
Initial market research across Federal Supply Schedule (FSS) holders identified more than 60 industry partners, consisting of both large and small businesses that have the capability to perform the requirement of providing EESS, both within Continental United States (CONUS) and Outside the Continental United States (OCONUS). The vendor data is included in ordering guidance and procurement resources. Note, the EESS RFI remains open allowing additional vendors to be added to the list of companies providing these services. The list will be periodically updated on the Acquisition Gateway.
