Tommy Joyce serves as NNSA's Associate Administrator for Strategic Partnerships, where he is a principal executive advisor to the Administrator and the Principal Deputy Administrator. In this role, he leads strategies to promote innovative, collaborative partnerships and engagements that directly contribute to the accomplishment of NNSA’s deterrence mission. Central to his portfolio is the optimization of NNSA’s Strategic Partnership Projects program, a vital mechanism enabling other U.S. government agencies, state, local, and tribal entities, private industry, academia, and other non-federal and international organizations to leverage NNSA’s unique capabilities – specialized facilities, advanced equipment, and world-class technical expertise – on a full-cost-recovery basis.
Prior to his current position, Mr. Joyce served as the Acting Assistant Secretary of Energy for International Affairs, where he promoted the Administration’s global energy security and energy abundance policies in international bilateral and multilateral fora, and led the Department’s international regional offices and functional offices: Office of Foreign Investment and National Security, International Market Development, Multilateral Engagement, and Research, Technology, and Economic Security. Prior to that he was the first Head of Government Affairs, Investment, and Policy for biotech, Tevogen Bio Holdings. He previously served in President Trump’s first term as Deputy Assistant Secretary of International Affairs for Global Energy Security, Multilateral Engagement, and Market Development at DOE, and as Senior Advisor for Defense Nuclear Nonproliferation at NNSA. His experience spans nuclear energy project development, multilateral negotiations, strategic national security program management, counterterrorism, nuclear nonproliferation, warzone deployment, and four Presidential appointments under three Administrations, including service at the White House National Security Council, Department of State, and U.S. Senate.
Mr. Joyce earned a B.A. in International Studies from Virginia Tech and an M.B.A. from the University of North Carolina’s Kenan-Flagler Business School.
