B5.7 Export of natural gas and associated transportation by marine vessel

Approvals or disapprovals of new authorizations or amendments of existing authorizations to export natural gas under section 3 of the Natural Gas Act and any associated transportation of natural gas by marine vessel.

From November 14, 2011, through January 3, 2021, the full text of this categorical exclusion was:

B5.7 Import or export natural gas, with operational changes

Approvals or disapprovals of new authorizations or amendments of existing authorizations to import or export natural gas under section 3 of the Natural Gas Act that involve minor operational changes (such as changes in natural gas throughput, transportation, and storage operations) but not new construction.

B5.7 Import/export natural gas, no new construction

Approval of new authorization or amendment of existing authorization to import/export natural gas under section 3 of the Natural Gas Act that does not involve new construction and only requires operational changes, such as an increase in natural gas throughput, change in
transportation, or change in storage operations.

Sabine Pass Liquefaction, LLC (SPL) filed an application (Application) with the Department of Energy's (DOE) Hydrocarbons and Geothermal Energy Office on March 25, 2026, seeking blanket authorization to engage in short-term exports of liquefied natural gas (LNG) previously imported into the United States from foreign sources.
Freeport LNG Expansion L.P. and FLNG Liquefaction 4, LLC (collectively, FLEX4) filed a "Request for Extension of Non-Free Trade Agreement Export Commencement Deadline" (Request) with the Office of Fossil Energy and Carbon Management (now the Hydrocarbons and Geothermal Energy Office) on June 23, 2025, pursuant to section 3 of the Natural Gas Act (NGA) and 10 CFR Part 590 of the Department of Energy's (DOE) regulations.
POWPOW, Inc. DBA Texas TEA Fuels and Lubes (Applicant) filed an application (Application) with the Department of Energy's (DOE) Hydrocarbons and Geothermal Energy Office (HGEO) on February 2, 2026, pursuant to section 3 of the Natural Gas Act (NGA) and 10 CFR Part 590 of DOE's regulations.
Navergy Infrastructure Partners LLC (Navergy) filed an application (Application) with the Department of Energy's (DOE) Hydrocarbons and Geothermal Energy Office (HGEO) on February 9, 2026, and Navergy filed a supplement to the Application on April 28, 2026.
Cameron LNG, LLC (Cameron LNG) filed an "Application for Commencement Extension, Term Extension, and Partial Vacatur" (Amendment Application) with the Department of Energy's (DOE) Office of Fossil Energy and Carbon Management (now the Hydrocarbons and Geothermal Energy Office) on October 23, 2025.
Southern LNG Company, L.L.C. (SLNG) filed an application (Application) with the Department of Energy’s (DOE) Office of Fossil Energy and Carbon Management (now known as the Hydrocarbons and Geothermal Energy Office) on September 25, 2023.
Venture Global Plaquemines LNG, LLC (Plaquemines LNG) filed an Application for a limited amendment to its existing LNG export authorizations (Amendment Application) with the Department of Energy's (DOE) Office of Fossil Energy and Carbon Management (FECM) (now known as the Hydrocarbons and Geothermal Energy Office) on March 11, 2022.
Corpus Christi Liquefaction, LLC, CCL Midscale 8–9, LLC, and Cheniere Marketing, LLC (collectively, CCL) jointly filed an application (Application) with the Department of Energy's (DOE) Office of Fossil Energy and Carbon Management (FECM) (now known as the Hydrocarbons and Geothermal Energy Office (HGEO)) on April 6, 2023.
