Energy Efficiency and Conservation Block Grant Program. 1) Remove and replace the gas-fired boiler at City Hall, 2) install energy efficient windows/skylights and retrofit the West Haven Center for the Arts roof with a solar electric system (approximately 20 multipurpose modules, approximately 235 watt), and 3) replace windows in the Carrigan Middle School (built in 1969) with energy efficient windows.
