The project consists of building an advanced emergency department based upon the concept of a "Center for Advanced Emergency Response" that allows the Emergency Department to respond to and treat victims of chemical, biological, radiological, nuclear or explosive events as well as functioning as a standard emergency on a day to day basis. The infrastructure involves special heating, ventilation, and air conditioning equipment to provide negative or positive pressure air flow, contaminated waste water runoff containment tanks, redundant utilities, and alternate treatment area.
