Perth Amboy contracted with the Edward J. Bloustein School of Planning and Public Policy, a unit of Rutgers, the State University, which is considered a state agency and therefore does not require a competitive bidding process. Perth Amboy will use $20,000.00 of the Energy Efficiency and Conservation Block Grant funds to compensate Rutgers for preparing the Energy Efficiency and Conservation Strategy (EECS) as well as a comprehensive Energy Plan.
