Energy Efficiency and Conservation Block Grant fund. 1) Develop an energy efficiency and conservation strategy which includes hiring a technical consultant to assist in the development, 2) procure technical consultant services to review the comprehensive energy study, 3) establish energy audit program and conduct audits, 4) establish a revolving low-interest loan fund for existing residential single-family homeowners to encourage energy efficiency retrofits, 5) establish a rebate incentive program that supports energy efficiency in existing commercial buildings and residential multi-family developments, 6) establish a rebate incentive program that supports energy efficiency in new residential single-family homes, 7) establish a pilot program that investigates conversion of existing street lighting to a more energy efficient model, and 8) establish a rebate incentive program that supports energy efficiency in new street lighting projects.
