Energy Efficiency and Conservation Block Grant Program. 1) Technical assistance for developing five energy efficiency programs, 2) technical expertise to review data, conduct studies and deliver recommendation about materials recovery and waste management program, 3) residential energy audits, 4) revolving loan fund for residential energy audits and energy efficiency and conservation retrofits to residential homes, 5) recycling loan fund for local manufacturers of recycled products, 6) develop request for proposal for software to track greenhouse gas emissions, 7) install, monitor, and report on energy saving building automation system.
