Energy Efficiency and Conservation Block Grant Program. The Native Council of Port Heiden (NCPH) proposal entails the purchase of 22 on-demand (tankless) hot water heaters that will replace old inefficient hot water heaters in homes in the isolated village of Port Heiden Alaska. The disposed hot waters heaters will be recycled.
