Energy Efficiency and Conservation Block Grant Program. 1) Develop energy efficiency and conservation strategy; 2) convert traffic signals and school flashing signals with light emitting diode; 3) replace outdoor light fixtures with energy efficiency fixtures; and 4) building retrofits to 11 public buildings including converting oil to natural gas high efficiency burners, replacing window air conditioning units with split systems, replacing boilers, and replacing air handling unit.
