DOE prepared DOE/EA-1604, which analyzed the potential environmental impacts of constructing and operating an underground water line to connect the Rocky Mountain Oilfield Testing Center (RMOTC) site, within the Naval Petroleum Reserve No. 3 (NPR-3), to an existing potable water line that runs between Casper and Midwest, Wyoming.
