The U.S. Department of Energy (DOE) is proposing to provide funding to the Marine Corps Installation Command (MCICOM) in support of the proposed Biomass Steam Turbine Generator project. The proposed project would include the design, development, construction, installation, commissioning, and measurement and verification of an 8.5 megawatt biomass steam turbine generator at the Marine Corps Logistics Base Albany (MCLBA) in Albany, GA. This project was selected by DOE under the Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) Funding Opportunity Announcement (DE-FOA-0001297).
The proposed project has not been defined to the extent that DOE can complete a final NEPA determination at this time. This conditional NEPA determination applies solely to preliminary design and project planning activities as outlined in Tasks 1-4 of the Statement of Project Objectives (SOPO). Completion of these tasks is required in order to define the project to a degree that DOE can complete a final NEPA determination.
