The U.S. Department of Energy (DOE) is proposing to provide federal funding to the National Conference of State Legislatures to address many of the topics affecting solar technology implementation, such as developing policy and technical best practices; exploring rates, incentive design and market structures; linking solar technology with markets; and improving interstate and interagency coordination.

The proposed project would use a collaborative approach to facilitate coordination and consensus-building which would result in two replicable and interactive training events, a number of written documents that explore best practices and policy trends, and informational webcasts and meeting sessions during National Association of State Energy Officials (NASEO) and National Conference of State Legislatures (NCSL) annual meetings. In order to provide in-depth training for legislators, legislative staff and energy officials outreach tools such as a toolkit and curricula, a “bootcamp”, a “peer-exchange” session that includes a hands-on “simulation lab”, webinars, meeting sessions and web briefs would be developed. The proposed project would be limited exclusively to intellectual, academic, or analytical activities and would use no physical materials beyond basic office supplies and software.
