DOE prepared this Draft EIS to evaluate the potential environmental impacts of a DOE proposal to grant a Presidential permit to Transmission Developers, Inc.-New England, to construct, operate, maintain, and connect a new 1000-megawatt electric transmission system across the U.S.-Canada border near Alburgh, VT. The transmission line would connect to the Vermont Electric Power Company substation in Cavendish, VT.
