Kinsee Owens is the Associate Administrator for Management for NNSA. Promoted to this role in June 2026, Ms. Owens provides senior career leadership, direction, and oversight for NNSA’s comprehensive budget and administrative programs. In this capacity, she manages line programs across Human Capital, Learning and Career Management. She also oversees the Office of International Operations, which manages DOE personnel permanently assigned overseas and serves as NNSA's Advisory board member. Ms. Owens represents Human Capital administrative matters with Congress, the Office of Management and Budget, the Government Accountability Office, and the Office of Personnel Management.
Prior to her promotion, Ms. Owens served as the Deputy Associate Administrator for Management. In this position, she provided day-to-day tactical leadership across NNSA's administrative functions, working closely with the Associate Administrator for Management and Budget to coordinate budget execution, human resources, audits, business operations, and headquarters facilities and logistics. Ms. Owens joined NNSA in 2024 as the Director for Human Resources, managing agency-wide workforce planning, recruitment, employee relations, and policy development.
Before entering public service, Ms. Owens accumulated 20 years of private sector HR and operations leadership. She served as the Director of Human Resources Operations for Pond and Company, and as the Director of Human Resources for Genuine Parts Company/NAPA. Her earlier career includes leadership roles as Senior Manager of Human Resources-US at Sierra Wireless Americas, Director of Human Resources & Compliance at Pivotal Retail Group, and Regional Human Resources Manager at AAF Flanders.
Ms. Owens earned a Master of Business Management and a Master of Human Resources Management from the Keller Graduate School. She also holds a Bachelor of Science in Criminal Justice from Kennesaw State University and is a certified SHRM-CP professional.
