Jeff Shoulta serves as the Manager of NNSA’s Kansas City Field Office (KCFO), a position he’s held since June 2021. With over three decades of experience in the Nuclear Security Enterprise, he has responsibility for broad direction and leadership at the Kansas City National Security Campus (KCNSC), including new or modified contract work, a strong contractor assurance system, and sitewide continuous improvement efforts.
He previously served as the Deputy Manager at KCFO, where he was responsible for interaction and collaboration with NNSA partners in the United Kingdom, including the development and negotiation of new projects and the assurance of quality product delivery. He also served as the site’s management representative for standards and the enterprise risk management lead.
Prior to his assignment as Deputy Manager, he served as KCFO’s Assistant Manager for Operations, responsible for management oversight of M&O contractor performance for facilities management; maintenance and construction projects; and the environment, safety, and health programs. This included oversight of operations at both KCNSC and the former Kansas City Plant. The scope of work also included facility modifications, powerhouse operations, and Office of Secure Transportation deliverables at KCNSC’s Kirtland Operations in Albuquerque, New Mexico.
Previously, Jeff served as Assistant Manager for the Office of Stockpile Management, with responsibility for nuclear weapon program milestones, weapon quality assurance, and the work-for-others program. The primary areas of his management involved M&O contractor production and procurement of non-nuclear mechanical, plastic and electrical components for use in nuclear weapons.
Jeff earned a bachelor’s degree in business administration and a master's degree in public administration from the University of New Mexico. Additionally, he completed post-graduate work in the physical sciences at Northern Arizona University.
