The Energy Policy and Conservation Act, as amended, specifies that the Department must consider, for new or amended conservation standards, those standards that achieve the maximum improvement in energy efficiency which the Secretary determines is technologically feasible and economically justified” and which will “result in significant conservation of energy.” Accordingly, DOE’s proposed rule would be amending the energy conservation standard for residential clothes washers. Consistent with this requirement, DOE’s purpose in the proposed action is to reduce the consumption of energy used by clothes washers in the United States (U.S.). DOE’s discretion is in

The purpose for action by the Department of Energy (DOE), National Nuclear Security Administration (NNSA), is to support a primary DOE mission of maintaining and demonstrating the safety, reliability, and performance of the nation’s nuclear weapons systems. NNSA performs this mission through its Stockpile Stewardship and Management Program. At Sandia National Laboratories (SNL) this mission includes thermal and mechanical testing. The U.S. Nuclear Regulatory Commission (NRC) has requested that DOE construct and operate facilities necessary to perform drop, thermal, and inspection characterization tests on rail shipping casks designed to hold high-level radioactive waste as part of NRC’s certification process.
The U.S. Department of Energy (DOE) is preparing an Environmental Assessment (EA) for the proposed construction of the Missouri Alternative & Renewable Energy Technology (MARET) Center.
The U.S. Department of Energy (DOE) proposes to construct a child-care facility at the National Energy Technology Laboratory’s (NETL’s) Pittsburgh site in South Park Township, Allegheny County, PA. The proposed facility would be constructed on previously disturbed parcels of Federal property that were previously developed during the mid-1970’s for installation of coal processing pilot plants. The new structure would border Wallace Road, which divides Federal Property at the Bruceton Research Center and divides South Park Township and Pleasant Hills Borough.
The U.S. Department of Energy (DOE) has completed an Environmental Assessment (EA) Addendum (DOE/EA-1113-A) in response to a proposal from Horizon Center LLC, a subsidiary of the Community Reuse Organization of East Tennessee (CROET), requesting transfer of title of the presently leased Parcel ED-1 (also known as Horizon Center) in order to continue to support economic development in the region.
The Illinois Department of Agriculture (IDOA) proposes a cooperative project with the United States Department of Agriculture, Forest Service (USDA-FS) to treat gypsy moth, Lymantria dispar (L.), (Lepidoptera: Lymantriidae), populations at 17 locations (see maps in appendix B) in Northern Illinois. Gypsy moth populations proposed for treatment cover an estimated 29,811 acres.
East Altamont Energy Center, LLC (EAEC LLC), a wholly owned subsidiary of Calpine Corporation applied to the Department of Energy (DOE), Western Area Power Administration (Western) to interconnect the East Altamont Energy Center (EAEC), a 1100-megawatt (MW) natural gas-fired power plant, to Western’s Tracy Substation. EAEC LLC intends to serve competitive regional markets in California with power from the EAEC. Western proposes to make modifications at its Tracy Substation to accommodate the interconnection. The EAEC is a merchant plant which means that it would be independent of other generators and that the power generated would serve the open market rather than any particular utility or load. All financial responsibility for the EAEC would be borne by EAEC LLC.
The U.S. Department of Energy (DOE) proposes to raise the biosolids land application radionuclide loading limits from the current, self-imposed 4 mrem/yr lifetime loading to the Tennessee Department of Environment and Conservation (TDEC)-approved level of 10 mrem/yr. The planning level increase is necessary for industrial development within the Oak Ridge community. In addition, DOE proposes to allow the discharge of treated wastewaters from the West End Treatment Facility (WETF) to the Y-12 Plant and City of Oak Ridge sanitary sewer systems, resulting in an operational cost savings of approximately $133,000 per year.
The proposed action evaluated in this environmental assessment (EA) is the U.S. Department of Energy (DOE) conveyance of the American Museum of Science and Energy (AMSE) and associated property, Parcel G, and Parcel 279.01. The purpose of the proposed DOE action is to provide for the long-term financial stability of the AMSE to preserve the museum as an asset to the city of Oak Ridge and the surrounding region. The proposed conveyance is also intended to help offset the long-term cost of operating the museum. The purpose of the proposed action is also to convey excess (i.e., property not needed to fulfill DOE current or foreseeable future missions) DOE-Oak Ridge Office (ORO) real property (i.e., buildings and land) for economic development to help offset potential economic losses resulting from DOE downsizing, facility closeouts, and work force restructuring.
DOE will use this EA, and other relevant information, to determine (1) if the current cleanup standard for the radiological cleanup of ETEC facilities and all Area IV land for which DOE is responsible is appropriate for the remaining activity, and (2) whether to decontaminate and decommission the remaining sodium facility and other support facilities. The chemical contamination in soil and groundwater will be addressed under the Resource Conservation and Recovery Act (RCRA) Facility Investigation process.
