The Department of Energy and the U.S. Fish and Wildlife Service should implement an Integrated Natural Resource Management Plan for Rock Creek Reserve located in the Buffer Zone at the Rocky Flats Environmental Technology Site for the period 2001-2006 (or until closure) to manage natural resources, as well as to support the Rocky Flats cleanup and closure mission, and compliance with various environmental laws. Full implementation of the plan will also ensure the continued quality of Rock Creek Reserve’s natural resources for the ultimate re-use and land ownership decisions yet to be made. Implementing the Rock Creek Reserve Integrated Natural Resources Management Plan would not result in detrimental impacts. Minor adverse impacts on wildlife habitat will be mitigated by full implementation of restorative and proactive wildlife management provisions in the Plan. Implementing the Plan would provide beneficial impacts to soil, water, and biological resources, including federally listed, threatened and endangered species. Implementation would allow the DOE and USFWS to manage the natural resources of Rock Creek Reserve in an effective manner to meet current and future

DOE has prepared an Environmental Assessment (EA), DOE/EA-1483, evaluating the decontamination and decommissioning of the Juggernaut Reactor at Argonne National Laboratory-East (ANL-E), in Argonne, Illinois. Based on the analysis in the EA, DOE has determined that the proposed action does not constitute a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act of 1969 (NEPA).
The U.S. Department of Energy proposed action is to issue a loan to Next Autoworks Louisiana, LLC for the production of an advanced technology gasoline-powered vehicle named the V-Car.
Sunrise Power Company, LLC (Sunrise), has planned the modification of an existing power plant project to increase its generation capacity by 265 megawatts by 2003. The initial Sunrise facility was constructed in accordance with a license issued by the California Energy Commission (CEC) on December 6, 2000 and brought 320 MW of much needed power to commercial operation in June 2001. The Governor of the State of California issued recent Executive Orders to provide for emergency permit streamlining of projects that can help alleviate the current California energy crisis. Specifically, Executive Order D-25-01 directed the CEC to expedite processing amendments such as the Sunrise II modification that would increase generating capacity from 320 MW to 585 MW by summer 2003. As part of the modification, an approximately 15.3 mile water line will be installed. Additionally, improvements to West Kern Water District’s (WKWD) Pumping Station “B”, located on DOE land, will occur. Sunrise has requested a right-of-way grant for the construction of the water supply line on U.S. Bureau of Land Management (BLM) and DOE lands.
Based on the analyses in the Environmental Assessment, DOE determined that its proposed action, awarding a federal grant to SBE Inc. to establish an advanced Direct Current Bus capacitor manufacturing facility, would result in no significant adverse impacts.
This FONSI supports DOE's cost-sharing funding of the AltaRock Energy, Inc./Northern California Power Agency Engineered Geothermal System Demonstration Project and describes the process by which DOE has determined that funding AltaRock Energy's proposal will not have a significant impact on the human environment.
DOE's proposed action is to authorize the expenditure of Federal funding under the Energy Efficiency and Conservation Block Grant Program to design, permit, and construct a Biomass Energy Center on the Laboratory's campus at 600 Main Street in Bar Harbor, Maine.

The Energy Policy and Conservation Act, as amended, specifies that the Department mustconsider, for new or amended conservation standards, those standards that “achieve the maximum improvement in energy efficiency which the Secretary determines is technologically feasible and economically justified” and which will “result in significant conservation of energy.” Accordingly, DOE’s proposed rule would amend the energy conservation standard for residential central air conditioners and heat pumps. Consistent with this requirement, DOE’s purpose in the proposed action is to reduce the consumption of energy used by central air conditioners and heat pumps in the United States. DOE’s discretion is in deciding the level for a minimum efficiency standard, not if there should be one.
This notice announces BPA's decision to construct, operate, and maintain the Grizzly Substation Fiber Optic Project (Project). This Project is part of a continuing effort by BPA to complete a regionwide upgrade of its existing telecommunications system. The U. S. Forest Service and BPA jointly prepared the Grizzly Substation Fiber Optic Project Environmental Assessment (EA) (DOEIEA-1241) evaluating the potential environmental impacts of the Proposed Action, the Underground Installation Alternative, and the No Action Alternative. Based on the analysis in the EA, the U. S. Forest Service and BPA have determined that the Proposed Action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an Environmental Impact Statement (EIS) is not required and BPA is issuing this FONSI. The U. S. Forest Service has separately issued a FONSI and Decision Notice authorizing BPA to construct, operate, and maintain the Project within the Crooked River National Grassland (Grassland).
