Interstate Intertie Centennial Plan: Harry Allen-Mead 500 kV Transmission Line Project
Bonneville Power Administration (BPA) proposes to establish a half mile of access road to tower 9/1 along the Bonneville-Alcoa No. 1 115-kilovolt (kV) transmission line. The road is needed to replace maintenance and emergency access to tower 9/1 because the road previously used to access the tower is blocked by a landslide that occurred in 1996. Approximately 1/8 mile of the proposed road exists, although it is overgrown and needs brush clearing. The remaining 3/8 mile of road would be constructed.
Transportation of HEU from the Russian Federation to the Y-12 National Security Complex
The proposed action is for DOE to provide, through a 45-month cooperative agreement with Great River Energy, financial assistance for a Lignite Fuel Enhancement Demonstration Project at the Coal Creek Station near Underwood, North Dakota.
The Department of Energy proposes to transport highly enriched uranium from Russia to a secure storage facility in Oak Ridge, Tennessee.
The Confederated Tribes of the Umatilla Indian Reservation and Oregon Department of Fish and Wildlife propose to expand their monitoring and evaluation for the Grande Ronde spring chinook supplementation program to take additional data on summer steelhead that are trapped at the existing adult collection weirs on the upper Grande Ronde River and Catherine Creek.
The Proposed Action is to construct and operate offices, laboratories, and shops within the Two- Mile Mesa Complex, located at TA-22, TA-6, and TA-40, where work would be consolidated from other locations at LANL. The Proposed Action would also remove or demolish certain vacated structures that are no longer needed. The Proposed Action includes constructing 15 to 25 new structures over a 10-year time frame to replace about 59 structures currently used for DX operations. The NNSA must make a decision whether to consolidate and construct new facilities for the Dynamic Experimentation Division (DX) to create a central core area of facilities, including offices, laboratories, and other support structures, at LANL’s Two-Mile Mesa Complex, which comprises portions of Technical Area (TA) 6, TA-22, and TA-40. This Proposed Action would involve constructing new buildings; consolidating existing operations and offices; enhancing utilities, roads, and security infrastructure; and demolishing or removing older buildings, structures, and transportables at various technical areas used by DX (Figure 2). This EA has been prepared to assess the potential environmental consequences of this proposed construction, operational consolidation, and demolition project.
Proposed Consolidation of Certain Dynamic Experimentation Activities at the Two-Mile Mesa Complex Los Alamos National Laboratory, Los Alamos, New Mexico
The Department of Energy (DOE) prepared an environmental assessment (EA) (DOE/EA-1194) in 1997 for the expansion and operation of the existing Central Shops Borrow Pit (i.e., SRS Facility 632-G) at the Savannah River Site (SRS), located near Aiken, South Carolina. Based on the analyses in the EA, DOE determined that the action was not a major Federal action significantly affecting the quality of the human environment within the meaning of National Environmental Policy Act.
Western Area Power Administration proposes to double-circuit a portion of the Hoover Dam Bypass Project PHase II (Double-Circuiting a Portion of the Hoover-Mead No. 5 and No. 7 230-kilovolt (kv) Transmission LInes with the Henderson-Mead No. 1 230-kV Transmission Line. In addition, a fiber optic cable would be placed as an overhead ground wire on the double-circuited transmission lines form the area of Hoover Dam to Mead Substation.
