The Strategic Petroleum Reserve (SPR) developed this SEIS to address the environmental impacts of expanding the SPR to store 1,000 million barrels of oil. The original EIS (FEA-FES-76-2), addressed the environmental impacts of storing 500 million barrels of oil.
