The U.S. Department of Energy (DOE) Loan Programs Office (LPO) has issued an Environmental Assessment (EA) and draft Finding of No Significant Impact (FONSI) for Amanecer Puerto Rico Photovoltaic and Battery Energy Storage System Portfolio (DOE/EA-2300). The EA assesses the potential environmental impacts of LPO's decision to provide potential financial assistance (a federal loan) for the development of three individual energy facilities at two locations, Amanecer Puerto Rico Portfolio consisting of Barceloneta Photovoltaic Solar and Barceloneta Battery Energy Storage System near Arecibo, and Santa Isabel Battery Energy Storage System near Santa Isabel.

Public Comment Opportunities

LPO is requesting public comments on the draft finding of no significant impact (FONSI). Comments may be submitted by email or mail until September 5, 2025.
