The U.S. Department of Energy (DOE) is proposing to provide federal funding to the University of Southern California (USC) to develop an Enhanced System Layer (ESL) open-source software toolkit for real-time load management, distributed and adaptive control of Distributed Energy Resources (DERs).

Activities associated with the proposed project would include data analysis, computer modeling, and software development for integrating renewable energy sources. Research and development activities would take place at USC in Los Angeles, CA. Datasets would be collected at the existing testbed of subcontractor Sacramento Municipal Utility District in Sacramento, CA. The proposed project would not involve any field-based activities or equipment testing. No physical materials beyond basic office supplies and software would be required for the proposed activities.
