The Department of Energy (DOE) is proposing to provide funding to the State of Colorado Energy Office to design, procure, and install solar photovoltaic (PV) on client homes eligible under the Weatherization Program with Program Year 2017 funds. The PV systems would be installed on only eligible single family homes, as defined by the use of an energy audit which demonstrates that the savings over the life of the measure discounted to present value outweigh the initial cost. No structural improvements of the roof or building would be made to any of the homes, beyond the necessary electrical connections and required racking system for the project. If the integrity of the roof would not support the additional weight of the solar panels, the panels may be ground mounted in the yard of the home. No trees would be removed to allow for the installation of the PV systems. Each system would be net-metered with a grid connection. Installation of these systems would require additional wiring and electric breaker equipment to tie the solar PV system to the existing electric service for the home. All PV systems would be up to a 5kW system or smaller.

All permits from the local jurisdictions and agreements with the local electrical utility would be obtained.
