The Department of Energy is proposing to provide funding to the Washington State Department of Commerce, to fund the Energy OutWest (EOW) Peer Exchange Network. The EOW would provide technical assistance and training to the Weatherization Assistance Program network of providers. The Western states and tribes currently in the network include Alaska, Arizona, California, Idaho, Nevada, Oregon, Montana, New Mexico, North Dakota, and Washington, as well as the Navajo Nation and Tribes served by the Inter-Tribal Council of Arizona, and encompasses over 100 local agencies providing low-income weatherization service. Additional Western states could join the network. The proposed project would provide support for EOW regional peer exchange meetings, peer mentoring, and technical and programmatic training and conferences which is not covered by individual state weatherization training and technical assistance funding. The goal of EOW is to enhance and improve the quality of work performed under the Weatherization Assistance Program.

This project would include planning, paper studies, outreach, and information dissemination, as well as training workshops in the Western states.
