The U.S. Department of Energy (DOE) is proposing to provide federal funding to Ecolibrium3 for the development of a Solar Market Transformation Plan for the City of Duluth.

The proposed activities include 1) the benchmarking of current installed capacity, financing, costs, policies, procedures, and processes in Duluth, 2) working with a stakeholder group to determine opportunities to streamline solar installation processes, 3) potential development of solar financing products, and 4) marketing of "bundled" products to encourage solar development. The proposed project would be limited exclusively to intellectual, academic, or analytical activities and would use no physical materials beyond basic office supplies and software.
