Bonneville Power Administration (BPA) proposes to upgrade the ground mat at Grand Coulee substation's 230-kilovolt (kV) switchyard and install fiber optic cable connecting the Grand Coulee substation's 110-kV, 230-kV, and 500-kV switchyards to BPA's existing fiber optic communications system. The proposed project is needed to meet BPA's required operational standards after BPA acquired permanent operational control of the Grand Coulee substation from Bureau of Reclamation (BOR) in November 2025.
