Bonneville Power Administration (BPA) proposes to allow a private citizen to install a non-irrigated rose garden within BPA's fee-owned right-of-way on the north side of SW Fern Road in Tualatin, Oregon. The purpose of the action would be to prevent blackberry encroachment on the sidewalk and provide enjoyment for the surrounding residential community.
